Winamp with the Shoutcast Plug in. Here are the direct downloads to get you started and below will be the step by step to getting you on your way to becoming an internet broadcaster.
To broadcast SHOUTcast streams, although Winamp version 2.05 and above are capable of broadcasting SHOUTcast streams, we recommend you get the latest version 5.x. The reason we recommend the latest version is due to the fact, as time progresses, new features are added to better accommodate DJs as well as add further functionality to SHOUTcast. In order to take advantage of those features, you would need the newest versions of all the files that enable SHOUTcast support in Winamp. Note that the SHOUTcast DSP does not currently work with Winamp 3.x.

In order to broadcast to a running SHOUTcast server, you will need the SHOUTcast Source for Winamp 5.x DSP Plug-in, a piece of software which adds SHOUTcast broadcast ability to the Winamp 5.x software. The DSP Plug-in acts as a bridge between your Winamp software and a SHOUTcast DNAS server (which you or a friend need to be running to broadcast). To obtain the latest copy of the plug in, Instructions are included with the installer.

When you click the shoutcast plug on the picture above, you'll get another image:
Select your sound card on the INPUT device setting so you can open the settings for Microphone and Mixer if you need to make adjustments there:
Next, set up your Encoders, first with the Encoder click (1) because we only use one encoder, next put in this INFO:
MP3 Encoder
Then 96kbps, 44.100kHz, Stereo (Disregard what you see in the images that is just examples.)
NEXT click on Output and click Connection and input the info requested. (DJ's who are hired with TZER will be PM'd this information for IP, PORT and PASSWORD. (The image is only example and don't put that info in.) When you've filled out that info.
Next click on Yellow pages and put the detailed station info you want showing up on the shoutcast page or Live Stats page:
1. Make sure there is Check in the Make station public.
2. Description is where you put DJName(Radio-TZER)
3. URL = http://www.radio-tzer.net
4. Genre can be whatever music you are playing, or if you want your show title to show up then put it there.
5. AIM, ICQ & IRC, if you have them add them, if you don't leave blank.
6. Make sure there is a Check in Title Streaming. (This means that it will show what song is currently playing, and you want this.)
(Disregard the info in the image below, it's only for example)
Now you are ready to move back to the Winamp Player to learn how to load music into your Library, and use the functions to load a playlist and play mp3's.
When you are going to do a Live Break, make sure your MIC is on and checked in the RECORDING properties in the MIXER area. Then click the mic, or Push to talk to do voice breaks, LOCK talk will hold the mic down, make sure you let up on that after your voice break is done.
